Cognitive Sovereignty: Stay the Author of Your Thinking

Cognitive sovereignty has five different meanings and no inventor. Here's the one that matters daily, a one-question test, and the Zone Sapiens matrix.

Sixteen experienced open-source developers. 246 real tasks on their own repositories. Before the study, they predicted AI would make them about 24% faster. A randomized controlled trial by METR (full paper) measured the opposite: they were 19% slower with AI tools than without. After finishing, most of them still believed AI had sped them up by roughly 20%. That's a 39-point gap between what they felt and what actually happened, and not one of them caught it in the moment.

These weren't beginners fooled by a shiny demo. They were senior engineers, on code they knew intimately, being paid to notice exactly this kind of thing. They still couldn't tell.

That gap is the whole problem with "cognitive sovereignty" in one data point. If you can't explain what a tool actually did to your output, you're not steering it anymore. You're along for the ride and calling it driving.

I'm at the beginning of this reflection, not the end of it. What follows is the frame I've landed on so far, drawn partly from a newsletter I wrote to my own list, La zone sapiens. I'd rather publish it imperfect and let it get better in public than sit on it until it's tidy.

A term with no owner and five different meanings

"Cognitive sovereignty" has become one of those phrases everyone nods along to and nobody defines the same way. Nobody invented it, no paper owns it, and that's exactly the problem. Watch how it gets used and you'll find it standing in for at least five different things:

  1. Individual capacity: the ability to pay attention and reach your own judgments without a tool doing that work for you.
  2. Authorship of conclusions: staying the one who arrives at an answer, even if a tool helped you get there.
  3. Organizational governance: a company's policies on where and how AI is allowed to make or shape decisions.
  4. National independence: a country's control over the chips, cloud infrastructure, and models its economy depends on.
  5. Community self-determination: a group's right to its own frameworks for making sense of the world, instead of importing someone else's wholesale.

These aren't compatible by default. An organization that delegates a process to AI can gain sovereignty at the collective level, faster decisions, more consistent output, while every individual inside it quietly loses the competence that process used to require. Automate the analysis and the company moves faster this quarter. The analyst who no longer does the analysis loses the skill within a year or two.

So the term is close to what linguists call an empty signifier: enough gravity that everyone wants to use it, little enough fixed content that everyone fills it with their own meaning. When you hear someone invoke "cognitive sovereignty," in a pitch deck, a policy paper, a LinkedIn post, the only question worth asking is: which one do you mean? A national-security argument about chip supply chains and a self-help argument about not letting ChatGPT write your emails are not the same conversation, even though they now share a name.

The definition I actually use

Out of those five, one is the only one that's operational for me on a daily basis, at my desk, deciding whether to open a chat window or think it through myself:

Not "never use AI." Not "always show your work by hand." Authorship of the process. You can use a tool for part of a task and still be the author, if you understand what it did and you'd catch it if it did that part wrong. You can do a task entirely unassisted and still not really be the author, if you're just following a template you've never questioned. The tool is a secondary concern. The process is the thing you either own or don't.

The one-question test

Here's the practical version, the question I actually ask myself mid-task:

Can you explain how the tool arrived at that answer?

If yes, you're fine. You used the tool, you understand the path it took, and you could evaluate whether that path was sound. If no, you might have a problem, not necessarily a fatal one, but one worth noticing.

This tracks a well-documented pattern in how people misjudge their own understanding. Rozenblit and Keil's classic study on the illusion of explanatory depth found that people routinely overestimate how deeply they understand mechanisms and processes, right up until they're asked to explain the steps out loud. AI output is a fresh, seductive version of that same trap: reading a fluent, confident answer feels like understanding it. It isn't. Try to actually narrate the path from question to answer, out loud or on paper, before you accept the conclusion as yours.

The Zone Sapiens matrix

The one-question test works in the moment, but it doesn't tell you where to spend your energy in general. For that I use a small matrix, two questions, four zones. The two questions:

  • Does this task exercise a judgment skill I want to keep sharp?
  • Do I already have strong command of that skill?

Sapiens Zone is for the skills you're still building and actually care about: high stakes, low mastery. No AI here. There's no shortcut through it, that's what makes it training. Struggling with the problem yourself, generating your own answer instead of recognizing someone else's, produces better retention than being handed the answer, a finding that goes back decades in memory research on the "generation effect": self-produced answers stick better than answers you merely read.

Co-Pilot is for skills you've already earned, where the stakes stay high enough that you want to keep them sharp. The order matters: think first, sketch your own answer, then bring AI in to pressure-test it, and keep the final call. It's tempting to skip straight to the AI draft because you're fast at this and it feels efficient. Resist that. Mastery is a stock, not a fixed trait, it depletes with disuse. Every so often, do the Co-Pilot task fully by hand anyway, on purpose, because you're good at it and want to stay that way.

AI with Guardrails is for low-stakes tasks you haven't mastered. Delegate, but learn just enough of the underlying logic to spot a result that's obviously wrong. You don't need mastery here. You need a smoke detector.

AI Autopilot is for low-stakes tasks you've already mastered and don't need to keep exercising. Delegate without guilt. This is most of what a day is actually made of, and pretending otherwise is how people burn themselves out trying to protect skills that were never load-bearing in the first place.

A short, non-exhaustive list of skills I try never to fully hand off, regardless of the task's stakes on a given day: analytical reasoning, critical judgment, creative thinking, decision-making under uncertainty, and writing, specifically when writing is how I figure out what I actually think, not just how I report it afterward.

The historical nuance, so this doesn't read as reflexively anti-technology

This isn't a new fear. In Plato's Phaedrus, the god Thamus warns against the invention of writing: people will stop exercising memory and rely on external marks instead, ending up, in Benjamin Jowett's standard translation, with "the show of wisdom without the reality." That line is often paraphrased in popular writing, Neil Postman used a version of it, as "the appearance of wisdom, not true wisdom," worth flagging as a paraphrase in common use rather than Jowett's exact words.

Thamus was right about one thing and wrong about the conclusion. Writing genuinely did retire some of what human memory used to carry unaided, bards who held entire epics in memory aren't a normal expectation today. And writing made us enormously more powerful anyway, because retiring that capacity freed up room for things memory alone could never do: law, science, contracts across distance and time, argument you can revise instead of only ever restate.

Every real technological leap does this: it relocates which human capabilities are worth keeping sharp, it doesn't just add capability. The mistake isn't adopting the technology, it's doing that relocation on autopilot instead of on purpose. Running this with pomodoros

A framework is only useful if it survives contact with an actual working day, so here's how I try to apply it inside Pomodorian.

Sanctuary sessions. Some pomodoros are Sapiens Zone by declaration: no AI tab open, no autocomplete, nothing. I pick these for the task on my list that's currently high stakes and not yet mastered, the thing I'd otherwise be tempted to hand off because AI would clearly be faster. Speed isn't the goal of that block. The rep is.

Co-Pilot sessions. Other pomodoros run the think-first order deliberately: draft alone for the first stretch of the timer, then open the AI tool for the second stretch to pressure-test what I came up with. The timer boundary is doing real work here, it stops me from reaching for AI in minute two because minute two felt hard.

Alternation, not purity. I don't run all-AI days or all-manual days. I alternate blocks on purpose across a day or a week, and the deliberate switching is itself part of the point: it's the mechanism that keeps this from quietly drifting into full delegation, the same drift the developers in the METR study didn't notice happening to them.

What this looks like from the inside

I wrote my book by hand. Slowly, without AI touching a sentence of it. There were days it was genuinely hard, watching how much faster the AI-assisted version of that work would have gone. I don't regret it. I can quote you long passages of it from memory, because I was there for every sentence of how it got built. That's not a coincidence, it's what "desirable difficulty" research describes when I'm being formal about it: friction that slows you down in the moment while writing the memory in deeper. I wouldn't be able to say that about a version I'd dictated to an assistant and lightly edited.

I also deleted the AI apps from my phone. Not because AI on a phone is bad, but because my best ideas have never once shown up while I was looking at a screen. They show up walking, in the shower, in the pool. Those dead minutes used to be where my mind wandered on its own. An AI app in my pocket was quietly filling every one of them, and I didn't notice how much I'd lost until I took it away and got some of that wandering back.
